 Oscar the Grouch Nails 

This shows Oscar the Grouch in his trash can with smelly fumes coming from the sides. It was done with white polish and acrylic paints. Oscar also has googly eyes that move when your finger does. 

Materials Used:
* White Polish
* Acrylic Paints
* Googly Eyes
* Top Coat
